SPECIAL REGISTRATION In light of recent events, and based on intelligence information available to the Department of Justice, the Attorney General has determined that certain aliens must appear before the U.S. Citizenship and Immigration Services to register. · Effective November 15, 2002, all nonimmigrant men 16 years of age or older from Iran, Iraq, Syria, Sudan, or Libya who arrived in the United States on or before September 10, 2002 and intend to remain beyond December 16, 2002 must appear at a designated USCIS office and register on or before December 16, 2002. [Please note that the USCIS is permitting citizens or nationals of the above-mentioned countries who failed to register on or before December 16, 2002 an additional opportunity to register, between January 27, 2003 and February 7, 2003 and such registration will be considered to have been made in a timely fashion, as it has been indicated to USCIS that some number of individuals affected by this requirement remained unaware of the notices.] · Effective December 2, 2002, all nonimmigrant men 16 years of age or older from Afghanistan, Algeria, Bahrain, Eritrea, Lebanon, Morocco, North Korea, Oman, Qatar, Somalia, Tunisia, United Arab Emirates and Yemen who arrived in the United States on or before September 30, 2002 and intend to remain beyond January 10, 2003 must appear at a designated USCIS office and register on or before January 10, 2003. [Please note that the USCIS is permitting citizens or nationals of the above-mentioned countries who failed to register on or before January 10, 2003 an additional opportunity to register, between January 27, 2003 and February 7, 2003 and such registration will be considered to have been made in a timely fashion, as it has been indicated to USCIS that some number of individuals affected by this requirement remained unaware of the notices.] · Effective January 13, 2003, all nonimmigrant men 16 years of age or older from Pakistan and Saudi Arabia who arrived in the United States on or before September 30, 2002 and intend to remain beyond February 21, 2003 must appear at a designated USCIS office and register on or before February 21, 2003. [Please note that the USCIS has extended this deadline until March 21, 2003, pursuant to an announcement made by the Department of Justice on February 14, 2003.] · Effective February 24, 2003, all nonimmigrant men 16 years of age or older from Bangladesh, Egypt, Indonesia, Jordan or Kuwait who arrived in the United States on or before September 30, 2002 and intend to remain in the United States after March 28, 2003 must appear at a designated USCIS office and register on or before March 28, 2003. [Please note that the USCIS has extended this deadline until April 25, 2003, pursuant to an announcement made by the Department of Justice on February 14, 2003.] Photographs and fingerprints will be taken at the registration, and aliens will be required to answer questions under oath, present all immigration-related documents such as passports, I-94 Cards, and any other government-issued identification, present proof of place of residence and status, and provide any other information requested by the Immigration Officer. Further registration will be required on an annual basis. If you change your address, employment or educational institution, you must notify the USCIS in writing within 10 days of the change, using Form AR-11 SR. Finally, if you leave the United States, you must appear in person before a USCIS inspecting officer at one of the designated ports and leave the United States from that port on the same day. Please be advised that if you meet the conditions set forth above and fail to appear for registration before the deadlines outlined above, you may be out of status and deportable. You may be subject to arrest, detention, fines and/or removal from the U.S. Any future application for an immigration benefit from the U.S. may be adversely impacted. If you do not properly exit through a designated port, any future attempts to reenter the U.S. may be impacted. Thus, it is imperative you appear at a designated office if you are subject. Even if you do not meet these requirements (i.e., you are female or you are not from one of the listed countries or you last entered the country on Advance Parole), please refer to our Web site frequently and the USCIS Web site (http://www.immigration.gov/graphics/index.htm) as these requirements are subject to change at any point.
